Whilst the administrators of the scheme would prefer digital communications to save costs many would prefer or indeed, need, to have alternative access and communication.

If this is the case then you should write to the administrators and ask that they communicate with you via more traditional methods, i.e. by post and on paper. You should also request that any time-sensitive deadlines for such communications be extended to account for the longer time-frames that would be required to receive and, if necessary, respond. One of the more recent and distressing trends has been to require proof that the teacher/pensioner is still alive and if no response is received stop paying the pension. You may want to suggest a suitable deadline for responses that you feel would meet your needs, some living abroad may not be getting postal delivery services within what might be expected in the UK.
